The Issues and Opportunties Report and Background Report were published in June 2010. These reports were presented to the Planning Commission on June 21, 2010 and to the Board of Supervisors on June 15 and June 29, 2010. The Background Report identifies current conditions in the County related to land use, transportation, infrastructure, natural resources, safety, parks and recreation, and the economy.
The Issues and Opportunities Report summarizes the results of the Visioning process. Important issues that are facing the County are identified in the report, along with key questions regarding how the County should approach these issues. Opportunities available to the County are summarized and key points that the General Plan Update should consider are identified.
Three land use map alternatives, an Economic Development alternative, Balanced Growth alternative, and High Growth/Public Input alternative have been developed and will be considered by the Planning Commission and Board of Supervisors. See Figures 3-1, 3-2, and 3-3 on the Issues and Opportunities page. The Board of Supervisors will select a preferred land use alternative, which may include components of any of the three alternatives plus additional features identified by the Board. The preferred land use alternative, along with Board guidance related to the Issues and Opportunities, will be used to guide staff, the consultant team, and Steering Committee in the preparation of the General Plan Elements.
